The previous CR went into force on October 1, the start of the 2020 fiscal year, after the House and Senate were unable to complete work on a spending plan for the entire year. The previous CR expired Thursday at midnight. The latest CR permits spending at 2019 levels through December 20. NASA has cautioned that the lack of a formal 2020 budget could adversely impact efforts to accelerate a human return to the surface of the Moon in 2024.
