One that facilitates colonization with the assistance of NASA of the solar system for profit.
Leaving the heavy lifting of Mars and Beyond Exploration to NASA for platform development only makes sense - given the upfront cost.
However ALL the risk taking should go to the Private Sector. After all a fickle public won't tolerate a few tragic launch failures.
Though most likely Elon Musk , Inspiration Mars and others would disagree with the stated need for mandatory government involvement in MARs exploration..
Furthermore the Moon has Sun Light (Free power), Tritium (Rare Earths & Nuke Power) , Thorium
(Nuke Power) and Frozen Water.( Settlements & Fuel)
Much like how the US West was pioneered after initial government land surveys - and more than a few bloody battle with the local residents.
History will repeat itself here.
