Ed Wright says that developing low cost spaceflight near to earth is what will lead to low cost space development on the Moon and elsewhere: The Great Debate - citizensinspace.org ISRU will not replace all items that must be supplied from Earth, and it will take time to set up. Long-term cost reductions are useless if the initial startup costs are prohibitive.
