A review of aerospace policy for the Canadian government has been underway for several months:
/-- Aerospace (and Space) Policy Review Head Announced - Commercial Space - Feb.28.12
/-- Aerospace Review in Full Swing - SpaceRef Canada - Mar.9.12

Chuck Black points me to a page on the review panel's website with documents submitted by the Canadian Space Society, the Canadian Space Commerce Association (CSCA), and other groups.

The CSCA describes their presentation here: CSCA contributions to Federal Government Aerospace Review now online - Canadian Space Commerce Association – July.21.12.

Included in their recommendations was for the Canadian government to "explicitly encourage the development of entrepreneurial or 'commercial space' industries and approaches” and to use "tools from the mining industry to spur innovation and grow the Canadian space industry".
