Where are the Galactic empires?

In an investigation of the Fermi Paradox, a model created by two mathematicians at Florida Gulf Coast University of expansion of a civilization into galactic space indicates that the Milky Way should be teaming with interstellar empires even under very conservative estimates of expansion rates: Extraterrestrial intelligence: Lonely planet - The Economist - Jan.19.12 (via spacetoday.net).
